Significant issues have been raised within the

safeguards and burdens of proof in clergy discipline

processes.

A125/World Mission

A069/Stewardship and Development

Allocate $5 million to help raise $250 million for TEC program budget: The resolution was unanimously supported by the committee and sent to the House of Bishops. The House of Bishops also adopted the resolution unanimiously. It now awaits passage by the House of Deputies.

A088/Prayer Book, Liturgy, and Church Music

Enriching our Worship: Concern was expressed of possible rejection of the resolution due to inclusion of post-abortion rite, or actual need for a separate rite of reconciliation for abortion recipients. Sentiment was expressed that the general reconciliation rite has not been adequate for women "who think abortion is a sin." No recommendation has yet been made.

A089/Prayer Book, Liturgy, and Church Music

Combines A090, A091, A092, A093, and A101: $132,500 needed for funding is anticipated to come from PB&F proposed budget.

A114/Stewardship and Development

Proposes increasing diocesan assessment by 1% each year in order to provide $5 million for A069: The resolution was discharged which means that the $5 million for A069 must come from another source.

A054/Canons

Dioceses must give reports of new, closed, or removed congregations: Resolution was recommended for adoption with minor grammatical amendments.

C001/World Mission

Adding gender identity and expression as protected categories for purposes of ordination: Four transgendered individuals and supporters testified for two minutes each in favor. Still no recommendation.

C023/ National and International Concerns

Opposition to defense of marriage statutes: Integrity President Susan Russell testified in favor of this resolution. No recommendation has been made.

C055/Ministry

Same gender committeed relationships: the committee recommended that the resolution be rejected based on its language however there was no objection to the content of the resolution.

C067/

Stewardship and Development

Litigation expense disclosure: After lively discussion, the committee voted to refer this resolution to the Standing Committee on Stewardship for further study. That committee will report back to General Convention in 2012.

C046/World Mission

Amend Title III.1.3 (equal access to ordination regardless of gender identity/expression): if amended, this resolution would be identical to III.1.2 - viewed as not only a remedy but a protection from future injuries

C048/National and International Concerns

Support foremployment nondiscrimination act: All discussion was from the "pro" side. Several testified to loss of jobs when transgender identity was claimed, and discrimination. No one who testified or who was on the committee offered criticism of the resolution. Only one member of the committee questioned whether "fath based exclusions" were included in the proposed resolution. Everyone in the room seemed much in favor of this resolution. It was suggested that the resolution be combined with D012 but some felt that as the U.S. Congress seperates these, so should The Episcopal Church. No recommendation was made.

C061/World Mission

Amend Title III.1.3 (equal access to discernment process for transgendered): discussed but no recommendation

14/Education

Revision of Theology of Marriage: Still in committee discussion.

012/National and International Concerns

Support of transgender civil rights: There was a move to combine this with C048. However, some felt that they should be kept separate as the U.S. Congress has separated them. It was suggested that the Canons be changed to reflect approval of this resolution. Six people - all transgendered, gay, lesbian, or bi-sexual - got up to support this amendment. All spoke about violence against transgender people. The committee members seemed much in favor of this resolution as well. No recommendation has been made yet.

D041/Stewardship

Equitable distribution of goods within TEC: Discharged

D020/World Mission

Commitment to proposed Anglican Covenant: extensive discussion with eight speakers for and five against, the author moved to ammend DO2O to apply only to sections one through three of the Ridley Draft. The committee questioned many of the speakers intensively, especially in regards to the difficulty of making a "provisional committment" that would limit TEC autonomy. Further testimony was taken this morning.

COO7, CO1O, CO15, CO24, CO33, CO36, CO39, CO45, CO54, DO13, DO21, DO22, DO25

Resolutions on Episcopal elections and the Anglican Communion (BO33):

Twenty-five speakers testified in favor of repealing Resolution BO33 and moving beyond Lambeth Moratorium to consecrate LGBT candidates for the Episcopate. Only five speakers testified in favor of keeping BO33. Strong support for the "both and" approach in Resolutions DO21, DO22, and DO25 to both affirm TEC polity and the Anglican Communion
